Did the Corps Cook the Books?

In February 2000, Army corps economist Donald Sweeney filed an affidavit with the Office of Special Counsel accusing the Army Corps of Engineers of fabricating economic data to justify expanding the Mississippi River lock-and-dam system. On December 6, 2001, Army investigators found Sweeney's claims were substantiated.
